Healthcare organizations have incorporated policies and practices that are congruent with a long and evolving history of legal, ethical, and policy or regulatory mandates. Yet, when confronted with the coronavirus pandemic in 2020, these policies and practices were no longer responsive to the issues facing healthcare leaders. Shortages in resources, supplies, workforce, and capacity resulted in many areas. Reactive rules, policies, and procedures were initiated.
A crisis resulted from the pandemic. Yet, one could ask: Was the crisis due to the pandemic or was it due to the lack of preparedness by healthcare leaders? What proactive actions could have been put in place? Were issues and opportunities identified far enough in advance to enable competent proactive planning? Given the state of emergency that existed, how were prior legal and ethical perspectives and standards influenced?
