Title: “FY2023 Homeland Security Grant Program: Your State”

Situation:

You are the Plans & Preparedness Officer within the state of Florida’s Department of Homeland Security. The governor has recently appointed a new state Emergency Management Agency Director, Secretary of Health, Secretary of Transportation, and a new Secretary of the Budget. Based on the governor’s guidance, the chief of staff has tasked your boss – the Secretary of Homeland Security – to provide an Executive Summary outlining your state’s allocation of Homeland Security Grants based on FY2023 risk assessment and funding availability. In your executive summary, you must:

Outline the six national priority areas for FY2023

Understand Florida’s THIRA and SPR process, as well as Florida’s priority areas for FY2023

Describe your state’s FY2023 SHSP and UASI allocations, and OPSG if applicable

EXECUTIVE SUMMARY WRITING GUIDELINES:

Executive Summary Guidelines

An Executive Summary (hereafter EXSUM) is a type of correspondence used to provide a synopsis of a longer document (usually attached). As the title suggests, EXSUM provide decision-makers/readers with a more concise Summary of the facts/data detailed in the longer document; detailed analysis and information is usually found in the longer document. Think about these as you would Cliff Notes.

EXSUM do not generally provide courses of action, recommendations and/or personal opinions. They generally do, however, provide findings. Analysis, assessment of issues and findings are normal, however. Additionally, EXSUM do not ask questions. If the main document includes Courses of Action, Analysis, Findings and Recommendations, then it is appropriate to include them in the EXSUM. EXSUM do not generally include references (e.g., footnotes, end notes and/or bibliographies); those are usually found in the main document. However, pay attention to the specified tasks in the Graded Assignment instructions.

For  this course, our EXSUM will focus on either a current or emerging issue. Consider the longer document as notional; you will not have to develop it. You will role-play as a member of the Homeland Security community informing another stakeholder within the community. You will not have to gather data on your notional municipality, state or regional task force; the notional situations replicate normal tasks assigned to Homeland Security professionals.

Length: Usually between 750-1000 words. The specific EXSUM format follows; you may however, amend this as required to suit your data. Do Not include the words/terms depicted in the brackets; this is for clarification only.
