A scour assesement tool is a tool used to evaluate the potential or actual scouring(erosion) around bridge foundations, piers e.t.c. Scour ids caused by the flow of water and can undermine the stability of these structures. 
This is what the research is going to be on in relations to software engneering.
You will compare how Scour is normally detected and how software engineering can make it easier and more effeicent to use. You can ask chat gpt for more understanding of the topic itself or you can ask me.
