Assessment Tasks

Task: Strategic IS Planning at Yoobee Colleges – NZ

Yoobee Colleges is a well-established private tertiary education provider in Aotearoa New Zealand, offering a range of programmes in design, technology, business, and creative industries. With campuses across Auckland, Wellington, and Christchurch, Yoobee serves a diverse student body, including international students and a growing number of Māori and Pasifika learners.

Yoobee has been expanding rapidly and now aims to become a digitally enabled, student-centred institution that embraces data-driven decision-making and inclusive educational practices. However, its current information systems (IS) landscape is becoming increasingly fragmented and outdated. Current IS Challenges

Yoobee’s IS environment includes:

  • A legacy Student Management System (SMS) that lacks real-time integration with financials and student services.
  • A separate Learning Management System (LMS) used inconsistently across faculties.
  • Limited data analytics capabilities, especially in tracking student progress or retention.
  • Manual processes for enrolment, attendance tracking, and reporting.
  • Weak integration between systems, resulting in duplicate data entry and errors.

In addition, Yoobee is facing several sector-specific and organisational challenges:

  • Increasing pressure to support blended and online learning environments effectively
  • Growing emphasis on Te Tiriti o Waitangi, requiring greater consideration of Māori data sovereignty and culturally appropriate systems
  • The need for stronger data governance, privacy protection, and cybersecurity measures in line with NZQA and GDPR standards
  • A lack of system-level risk management tools, making it difficult to track and address technological or operational risks

Strategic Opportunity

Yoobee’s leadership has initiated a review to inform the development of a Strategic Information Systems Plan (SISP)that will:

  • Align IS with the college’s goals for growth, innovation, and student success
  • Support equity-focused data practices, especially for Māori and Pasifika learners
  • Enable seamless integration of systems to improve efficiency and user experience
  • Introduce analytics dashboards for real-time insights and predictive interventions
  • Incorporate risk assessment and mitigation frameworks into IS planning

You have been hired as an Information Systems Strategy Consultant to develop a report for Yoobee’s senior leadership.

Instructions

  1. Critically assess the current IS environment.
  2. Identify key strategic improvement opportunities and associated risks.
  3. Develop a Strategic Information Systems Plan (SISP) that aligns IS capabilities with Yoobee’s business and educational goals.
  4. Your plan (word limit: 300 max) should reflect best practices in IS planning, including:
    i. Digital transformation and change management.
ii. Data privacy and risk mitigation.
iii. Cultural considerations (e.g., Māori data sovereignty, culturally inclusive systems).
iv. Strategic alignment with educational outcomes and student support goals.
